[Bug 482300] [NEW] Mouse behaviour on notebooks

Two peripheral to control a single pointer is confusing. But this is what happens when, on a notebook, you plug a mouse. In this case, the touchpad should be disabled because, if I connect a mouse, is obvious that I want to use it and only it. A notification and a tray icon should appear to inform the user. 
The touchpad should be re-enabled with the mouse disconnection or by clicking to the icon.
