[Bug 653923] [NEW] Compiz/NVidia usings 50Hz default, causing vertical tearing

Compiz + NVidia by default is at 50Hz refresh rate. This causes weird
horizontal lines during video playback and web browsing. The solution,
change it to 60Hz and Sync to VBlank.

Problem solved! Please make this default.
