[Bug 410657] [NEW] No option to change mouse wheel sensitivity in mouse properties.

In Ubuntu release 9.04 there is no way to change the sensitivity of the
scroll wheel or really modify the mouse settings in any way (except for
left-right orientation and pointer sensitivity) through the default
mouse preferences screen. This should be a fairly basic feature.
