I don't think It is worth it to further investigate using current OOo or
LO for your purposes: even if OOo/LO (using Sun's PDF import extension)
opens it in OO/LO Draw, it doesn't look even close to the original. I
mentioned it because it showed the same unexpected stack order of the
elements - not because it might be a better suited tool for your
purposes.
