After adding, 
FLAGS.FAKE_subdomain = 'ec2'
in /usr/bin/nova-api

I was trying to restart the nova api, getting below error.

$ sudo /etc/init.d/nova-api stop
 * Stopping nova api nova-api                                                   Traceback (most recent call last):
  File "/usr/bin/nova-api", line 39, in <module>
    FLAGS.FAKE_subdomain = 'ec2' 
NameError: name 'FLAGS' is not defined
