If I understand correctly, you get no upload only if you disable the
upload limit in program preferences ? (i.e. you uncheck the checkbox on
the left of (upload) and the field becomes greyed).

@hydri If they disable upload rate limit from program preferences, I
call "s->set_upload_rate_limit(-1);" . I have just double-checked.
