For me this bug hasn't been fixed either. I've installed
libneon27_0.29.5-1_i386.deb and by dependency libssl0.9.8_0.9.8o-
1ubuntu4.3_i386.deb on Lucid. I still get the error messages:

$ svn update
svn: OPTIONS of 'https://<server>/<path>': SSL handshake failed: SSL error: A TLS warning alert has been received. (https://<server>)

$ LD_PRELOAD=/usr/lib/libneon.so.27 svn update
svn: OPTIONS of 'https://<server>/<path>': SSL handshake failed: SSL error code -1/1/336032856 (https://<server>)
