If I remove line 22 from account/account_report.xml (<report id="account_transfers" model="account.transfer" name="account.transfer" string="Transfers" xml="account/report/transfer.xml" xsl="account/report/transfer.xsl"/>)
I can install report-openoffice correctly

trying to install report-openoffice and account modules:

installing account module without report-openffice, problem does not occur
