コンソールで確認したところ必要な条件は間違いなく満たしており、条件の評価順に問題がありそうです。
報告されたのはスキンシップ0ですが、他の箇所もついでに調査します…

  スキンシップ0に於いて必要な条件を満たしているにも関わらず
  選択肢がスキップされRESULTに0が代入されてしまい、選択肢が表示されない
