* Improve navigation and action buttons now that most default
suscribers are turned off
* Add field to teachers forms to assign teacher to subjects

 - Students enrollment

* Implement 'disconnect subjects from levels' using enrollments

* Implement census forms for primary and secondary schools

* Work on new reports (if Chandara sends some after his meeting with MoYES)
 - Ask how to integrate national exam grades for 9 and 12 levels?
* Implement report sheet by levels and move the gradebook to use it
