You followed the instructions from
http://cando.cteresource.org/phase2install.html ? They are correct and
I have no problem installing virginia & cando packages.
To check if software sources are correct, do

$ cat /etc/apt/sources.list.d/schooltool-owners-dev-precise.list
deb http://ppa.launchpad.net/schooltool-owners/dev/ubuntu precise main

If you get this, you should be able to install CanDo.

There is a possibility that at the time you tried to install,
launchpad.net services were not fully working. Try again.
