Hi Michael, It's great that you'd like to help get Scratch running properly in Debian.AFAIK, no one else is working on this. Here's the link to a page with information about Scratch on Linux (which includes links to the source).
http://info.scratch.mit.edu/Scratch_on_LinuxI know that Debian uses slightly different versioning. Perhaps we should make a fork in our SVN repository?
However, if we ended up with an official Debian package that works fine in Ubuntu as well, that would be satisfactory.
