Unless the screenlet is included in the base screenlets package, this is
not the place to report individual screenlet specific issues.

You can try contacting the author of the FTP screenlet through the listing on gnome-look.org:

The "Keep Below" issue is likely a general screenlets problem though.
I've noticed the "Keep below" and "Keep above" handling can be flaky.  I
had issues with having the "Keep Below" setting stick.  Find the .ini
config file for your screenlet in ~/.config/Screenlets/ and make sure
both of the following are set:

keep_above=False
keep_below=True

See if the behavior is changed now.
