RaiMan proposed the following answer:
simply: no.
With each run of a .skl the Sikuli environment has to start up from
scratch. With the current implementation this takes about 3-5 seconds.
Using the run inside the IDE this only happens with the first run. Each
subsequent run starts instantly processing the script.
