RaiMan proposed the following answer:
this will never work, since the onChange() is bound to a region, but
observe() looks on the SCREEN.

def pop(event):popup("Mulah!")
reg = Region(357,191,641,714)
reg.onChange(10, pop)
reg.observe(FOREVER)
