baseDir = r"c:\temp";    # LOCAL YOUR DIRECTORY
newDir = "newDir";       # TO ADD NEW DIRECTORY
makeDir = os.path.join(baseDir, newDir);
if not os.path.exists(makeDir): os.mkdir(makeDir);

Not use single quotation marks (') is best use double quotation marks
