I don't think there is a difference between licensed and unlicensed Windows. But I  remember that on Windows XP there was a property for non-unicode language support (or just additional language support). When I set up new instance of xp on my laptop (often use English one) it is necessary to check this language property to use some Russian-language programs (f.e. TotalCommander). Maybe you have to do it on your machine as well. 
I'll share my experience with typing on English WinXP tomorrow.
