Not really a job for Sikuli I guess, but you might use it, because you
can write a python script.

The google address book should have some import feature. So you just
have to convert your Notepad stuff to a kind of supported import type
for Google (e.g. csv file).

If this is not possible, it might be rather easy, to read your Notepad
file and act on the Google address book GUI to enter each contact.

sample of your Notepad file).
