Might be, that the po-files are not used by the IDE, but the files
IDE_XX.properties in the folder above ( i18n ), which seem to contain
the same information but in another form (only the language specific
text).

Might be that they use a generator, to convert the po-file into the
property file.

Look for a i18n utility, that might do this.
