RaiMan proposed the following answer:
Sikuli's lowest useable API level is Java based.

There is an additional level available on the native C++ based level
below, but then you have to rewrite most of the Sikuli API functions
yourself.

So generally it is possible, but the effort might not weigh out the
outcome.

Alternatively you might use some kind of sub processing using the Java
API.
