This is not an issue. This is Montain Lion's Gatekeeper, which in the standard blocks downloaded apps that are not from the app store or not signed by a Apple developer ID.
You can tell ML to accept the app.

Sikuli itself runs on Mountain Lion for me after installing Java 6,
since this is no longer bundled with OSX since Lion.
