Yes, OpenCV meanwhile is available on Android devices.
But this does not mean, that Sikuli "runs" on Android out of the box.
Someone has to adapt the sources and build an adequate package, which is
not trivial, since you have to do the same towards Tesseract (the
current version of Sikuli cannot be built out of the box without
Tesseract).
Conclusion: Yes, with some efforts it should be possible to create a
sikuli-script.jar for Android, that could be used in native Android Java
projects.
