thanks for the quick answer...your assistance is legendary. 
So I misspoke, it's actually Win7, not 2008  - but the problem is the same. 

The user that's I'm using does have administrator permissions. What's weird is that it works sometimes & then it doesn't. 
I can never remember what the circumstances are when it's fixed...but it's plain not working now.
