Tracy Gilmore gave more information on the question:
I am attempting to access the Start menu in Windows by typing the Windows key. The call "type(KeyModifier.META)" raises an exception "TypeError: type() 1st arg can't be coerced to String"
I take from this that the modifier is a key code (but not a character) as it is intended to be used in combination with a key code rather than on its own. However, what I am attempting to do does not need to use the Windows key as a modifier, just has a key code.
