drago confirmed that the question is solved:
blat.exe is in system32 folder.
start from cmd line can find it but openpp can't find it:

C:\Program Files (x86)\Sikuli X>blat
'blat' is not recognized as an internal or external command,
operable program or batch file.


so I put blat.exe in win folder
