tlondon confirmed that the question is solved:
'so that the second entry' - I didn't realize there were TWO entries. I
only had one. It seems like Netbeans didn't like me just adding  the
following to my Python Path:

C:\Program Files (x86)\Sikuli\sikuliscript.jar
C:\Program Files (x86)\Sikuli\sikuliscript.jar\Lib

So instead, I did it the alternative way you provided:

C:\Program Files (x86)\Sikuli\sikuliscript.jar
C:\Program Files (x86)\Sikuli\sikuliscript.jar

This created two paths in my .properties file. Thank you so much for the
help with my initial setup.
