[Bug 1231928] Re: [1.0.1] Unable to install Sukili 1.0.1 behind a proxy --- workaround
Same issue here. But FAQ workaround didn't work for me.
* Re-downloaded sikuli-setup.jar and put it in o:\sikuli.
* Created o:\sikuli\Downloads.
* Went to https://launchpad.net/raiman/+download and downloaded Sukuli-1.0.1-Offline-Setup-IDE-option1.zip.
* Unzipped this, saving 1.0.1-1.jar in o:\sikuli\Downloads.
* Executed sikuli-setup.jar and it generated runSetup.cmd.
* Ran this but it tries downloading 1.0.1-1.jar and fails with this complaint.

I have a proxy on the network (x.x.x.x:8080) for internet access.
Using the default installer (sukili-setup.jar) it is not possible to
configure a proxy for downloading the required packages using Java
commandline parameters in the runSetup command file.
