RaiMan proposed the following answer:
You have to simulate the mouse actions a user is doing with the mouse
features.

Locations on the screen, where to click or move the mouse to, have to be
calculated in this case.

in meta code:
- activate the ellipse drawing
- start: calculate where to start drawing (top left corner of surrounding rectangle having the given center - gives some trigonometric evaluation)
- end: same way calculate the bottom right endpoint, to get the circle in the wanted size 
- move mouse to start point
- press and hold left mouse button together with shift
- move mouse to end point
- release mouse and key
