RaiMan proposed the following answer:
ok, then you do not have a vlid Java installation with respect to the
usage from command line.
- uninstall everything named Java from prefs -> software
- purge any entry in system path pointing to any Java stuff
- in both program folders (32 and 64 Bit) purge the folder Java (if still there ;-)
- reboot
- download again (preferably the Win-64-Bit version
- install
- reboot
- check
