RaiMan proposed the following answer:
If you have created the sikulixapi.jar using sikulixsetup-1.1.jar it should work.
This is the only way, to get working artefacts in the moment (as clearly stated at some places ;-) 

You seem to have used some other way to get a sikulix.jar
