Ajanm confirmed that the question is solved:
This was the first time installing Sikuki. I'm running Windows 7 SP1 64-bit.
Running it manually worked.
And... I think you helped me unintentionally solve another problem I was having. When I examined my path more closely, Java wasn't on it and I think that might explain a few other things....

But this worked, and I used the Sikuli IDE to re-create the "Hello
World" tutorial.

One more note: when the setup screen appeared, it said that the
operating system detected is 6.1.  Odd.
