What version of Sikuli do you thing you are starting?

on one hand you use runIDE.cmd, that belongs to version 1.0.1.
On the other hand it says "trying to connect to sikuli-IDE.exe". 1.0.1 does not have any exe artifacts.

So you seem to have some mix-up of RC3 and 1.0.1

So you should decide, which version you want to use and then take care,
that this version is the only accessible Sikuli stuff on your system
including any environment settings.

Restart your system and test again.
