Any pointers on system path to Sikuli libs folders of prior versions? 
Any pointers to Sikuli stuff in the environment?
If yes, purge them all.

Delete the current libs folder and start again in debug mode: Sikuli should export the native stuff to the libs folder of your Sikuli folder.
You might have to login/logout or even restart after this first trial, to activate the generated system path entry.

No need to run setup again, if it once completed successfully.
