RaiMan proposed the following answer:
Hope you are aware of the new design:
with the jars there is no longer stored or created anything, that is needed by either sikulix.jar or sikulixapi.jar.
means you now can move the jars around as you want.

The needed stuff is stored per system as described in the doc link I
gave you.

So you have to create jars with option 3, when running setup.
At runtime these jars will create the needed stuff in this central SikuliX repo.
