RaiMan proposed the following answer:
in the folder you have run the setup, you have a
runsikulix.cmd

no parameters: run IDE
with parameters: run scripts from command line
(see docs: http://sikulix-2014.readthedocs.org/en/latest/index.html)

alternatively just doubleClicking sikulix.jar should start the IDE as
well.
