RaiMan proposed the following answer:
Supposing, that the restricted system runs Windows, then you can create
a runnable SikuliX on a stick using another capable Windows system.

When using the stick on the restricted system, SikuliX needs access to
the Java part of the registry and to the folder pointed to by the
environment variable %APPDATA%.
