RaiMan proposed the following answer:
.skl can only be run using runsikulix.cmd -r (see docs)

Be aware: .skl is only a zipped copy of the original .sikuli. if you change the .sikuli, you have to again export to .skl.
.skl is deprecated, since it does not add any advantages and makes things more complex and error prone.

Using only the .sikuli usually is sufficient.
