Then the problem might be corrupted downloads, which is only detected at
time of usage later.

A workaround having a valid installation:

copy the ...Downloads... folders to the <SikuliXAppData> folder on the
target machine. The setup will now run with the available artefacts. if
you confirm that they should be used.

It might be sufficient, to only copy the offending artefacts as reported
in the setup log file.
