RaiMan proposed the following answer:
for the script start at a specific time just use the respective features
of your system by providing a command, that runs your script from
commandline.

For the e-mail feature, you have to use  the respective Python/Jython
modules or Java libraries or trigger a mail send with the mail system,
that might be running on the system, the script is running on.

Nothing of your requests is a SikuliX feature, so you have to find your
way, may be with the help of google.
