Bas gave more information on the question:
maybe to add:
1) the Sikuli log shows what I would like to see appearing in the windows app
2) My keyboards are all "US" type.  I guess that's not the Ínternational'what is referred to.  Expect that might explain modifier keys, but could that explain why capitials are not making it accross the VM?
