You should create some kind of recipe how you would tell another person how to use that application.
"If you see this and that on screen, then do this and that, until there is a whatever on screen, or no whatever on screen any more."
This can then be translated into Sikuli steps.

How do these active and inactive buttons look like?
Can there be several active buttons on the screen at the same time?
What happens if you press an active button?
How do you know that the action of that button is complete?
