Just searched the net for "vnc detect num-lock state" and found only,
that this can only be done, by running something on the remote machine,
that does the job.

No way by simply pressing keys.

There was an interesting hint to the OnScreen keyboard (Accessories),
which might be a possible visual solution with SikuliX.
