To confirm, you are entering into the command line as such? :

C:\Users\%PATH TO SIKULIX JAR%\SikuliX\AppData>     "C:\Program
Files\Java\jdk-13.0.1\bin\java" -jar sikulix-2.0.1.jar


or at least with your java/bin path?
