Generally you should either use Java 8 or Java 11, since both are under longterm support (LTS).
(Since I suppose, you do not need the latest Java version not being a Java developer).
I recommend to use the packages from https://adoptopenjdk.net

About your problem: I guess the privacy settings are not up to date.
You have to allow the control of your system to Java and Terminal in case.
