The Java runtime cannot find the dependent libraries for the
VisionProxy.dll dynamic link library (DLL). This can happen for a few
reasons:

The PATH environment variable does not include the dependent libraries' directory.
The dependent libraries are not registered with the Windows operating system.
The dependent libraries are not compatible with the version of Java being used.
