basically you can edit it via
gksudo gedit /etc/sane.d/net.conf
but your question might require an answer on another level of abstraction, I cannot really tell.

  Add user interface to add/remove networked scanners

Bug description:
  It would be nice if simple-scan would offer a user interface to add
  and remove IP adresses of sane servers. Currently editing
  /etc/sane.d/net.conf is the only way I know how to do it. The average
  desktop user is not able to do that.
