Never mind.  I found Document->Reorder Pages->Combine Sides (reverse).

Just wonder if there is a way to make that more obvious or intuitive,
like when one does as for "Front and Back" and then Simple Scan
detects/determines that the printer is not capable of duplex scanning...
pausing after the fronts, prompting the user to flip the pages and then
doing the re-order automatically.
