Did you already tried this kernel parameter?:

i915.i915_enable_rc6=1

Today Oneiric kernel from 3.0.0-7, Ubuntu kernel devs had patched this  
feature disabling by default... :S
So you could "re-enable" it for power saving on PCI-express and  
Integrated GPU...
I could confirm this option could fix power consumptions on Z21 series  
as well.
