Prøv at tilføje et 
Satisfy Any i din public del :

<Directory /var/www/html/public>
  AllowOverride None
  Order allow,deny
  Allow from all
  Satisfy Any
</Directory>

Hvis det ikke virker må du flytte dit public katalog
til f.eks /var/www/publichtml

og så lave en

Alias /public /var/www/publichtml 

I så fald behøver du ikke nogen <Directory /var/www/publichtml>.
