  RESIGNAL when handler not active

Status in STK-Unit 1.0.x series:
  Fix Released

Bug description:
  Error 1645 "Resignal when handler not active" is produced on MariaDB10
  and Oracle MySQL5.6 when doing:

  CALL tc('test_empty_db');

  ...and possibly in other situations, due to a server bug.

  If it's not fixed... solutions:
  * move handle_exception() code into test_case_run()?
  * handle 1645 error?
  * say those versions are not supported?
